The Political Embeddedness of Voluntary Action: The Case of Local Philanthropic COVID-19 Relief Funds

Scholars and policymakers have long been interested in the complex relationships between political institutions and voluntary collective action. However, the reciprocal nature of their relationships complicates empirical analysis: voluntary action supports democratic institutions and political institutions enable voluntary action. This article examines the relationship between political institutions and the activation of local voluntary action in the context of COVID-19 funds managed by community philanthropic organizations. We find that political engagement, policy signaling, and political competition all support the emergence of a COVID-19 fund. The findings advance our understanding of the significant role that political institutions play in activating voluntary action.
Cross-Theoretical Compliance: An Integrative Compliance Analysis of COVID-19 Mitigation Responses in Israel

To understand the question why people obey or break rules, different approaches have focused on different theories and subsets of variables. The present research develops a cross-theoretical approach that integrates these perspectives. We apply this in a survey of compliance with COVID-19 pandemic mitigation rules in Israel. The data reveal that compliance in this setting was shaped by a combination of variables originating from legitimacy, capacity, and opportunity theories (but not rational choice or social theories). This demonstrates the importance of moving beyond narrow theoretical perspectives of compliance, to a cross-theoretical understanding-in which different theoretical approaches are systematically integrated.
COVID-19 Risk Perception and Support for COVID-19 Mitigation Measures among Local Government Officials in the U.S.: A Test of a Cultural Theory of Risk

This study relies on a cultural theory of risk to examine how cultural biases (hierarchy, individualism, egalitarianism, and fatalism) of local government officials affect their COVID-19 risk perception and support for COVID-19 mitigation measures. After controlling for partisanship, religiosity, and other factors, the analysis of survey data from county governments in the U.S. revealed that cultural biases matter. Officials with egalitarian and hierarchical cultural biases report higher support for adopting COVID-19 mitigation measures, while those with individualistic cultural biases report lower support. These findings highlight the need to understand cultural worldviews and develop cultural competencies necessary for governing traumatic events.
Harnessing the Power of Words to Address the COVID-19 Crisis

Behavioral public administration theory suggests that seemingly irrelevant word choice manipulations can influence behavior. We contend that the power of words has frequently been overlooked in the COVID-19 crisis. Given that most decisions mobilize System 1 cognition, words can be an important tool in pursuing socially-desirable outcomes. Beyond their substantive content, words choice matters because language operates largely via automatic processes. Based on findings from this literature, words can be harnessed to induce behavioral change aligned with public health objectives. We elucidate several mechanisms through which these effects are likely to occur and suggests concrete applications to the COVID-19 crisis.
Municipal Pathways in Response to COVID-19: A Strategic Management Perspective on Local Public Administration Resilience

This paper aims to understand the different resilience pathways local governments may take during moments of crisis, specifically focusing on the COVID-19 pandemic. Through survey responses from local administrations in Wallonia, Belgium, we consider how varied contexts led to different strategic resilience pathways. These pathways range from static (i.e., no strategy) to innovative change. Our findings highlight that digital technology solutions may play a role in supporting resilience across the different pathways. Therefore, we adapt strategic public management literature to suggest propositions for future research to test the specific role that digital technologies play in supporting resilience within local administrations.
Trumping the Centers for Disease Control: A Case Comparison of the CDC's Response to COVID-19, H1N1, and Ebola

Despite being the richest and most prepared nation in the world, the U.S. responded badly to the COVID-19 crisis. This paper examines the nature of political control and the essence of bureaucratic failure for the Centers for Disease Control and Prevention (CDC), an independent agency. In three case studies, we analyze the CDC's success in handling H1N1 and Ebola, and its failures on COVID-19. We find that the CDC suffered not only from political interference by the Trump Administration but also internal organizational problems that muted its ability to respond effectively. We conclude by offering policy prescriptions for addressing concerns of bureaucratic autonomy and success at the CDC.
Can Government Intervention Increase Volunteers and Donations? Analyzing the Influence of VISTA With a Matched Design

The United States has long relied on private organizations to provide public services to poor communities. However, while the federal government's support of the civic sector through grants and contracts is well studied, little research investigates how it subsidizes voluntary organizations through national service programs, such as Volunteers in Service to America (VISTA). In this article, we assess whether nonprofits that receive VISTA members show higher levels of donations and volunteers than matched nonprofits that did not receive VISTA members in the years following the Great Recession. We find that nonprofits that participated in the VISTA program had higher numbers of volunteers 2 years after participation, suggesting that national service was effective at supporting local organizations and building local civic infrastructure during an economic recovery. We also follow VISTA receiving organizations from 2010 to 2016 in a longitudinal design, finding a robust relationship of VISTA service and volunteering. These findings suggest VISTA is a resource for organizations and invite further research on the relationship between national service and anti-poverty work.
Double Standards in Frontline Decision Making: A Theoretical and Empirical Exploration

Drawing on status characteristics and double standards theory, this study explores how social categories may affect the standards tax officials use in evaluating citizen-clients' trustworthiness, leading to differential evaluation. Whereas the street-level bureaucracy literature mainly focuses on the direct effect of social categories on officials' judgments, this study shows how stereotyping in the public encounter could be much subtler and more pervasive than is hitherto studied. Based on semistructured interviews containing 40 stories of tax officials who inspect entrepreneurs' tax returns, this study suggests that similar signals may indeed be interpreted differently for different social groups.
On the Nature and Strategies of Organized Interests in Health Care Policy Making

Relying on a sweeping review of the literature on interest group influence in health care policy making, we propose a basic definition and a typology of interest groups in provincial health care policy making. Then, using Milbrath's communication framework, we analyze organized interests' strategies for influencing policy making. This article is a modest attempt to cross-fertilize the group theory and resource dependency literature. This theoretical framework allows us to explore many of the recurring questions about groups' origins and strategies from an original standpoint.
